On 19 July 2026 the Round Table's AI room published its first Analyst Outlook. To the 16 October 2026 close its 13 names rose 2.6% on an equal weight against 2.1% for QQQ, per StockAnalysis closes, and the six it opened with 35% or more of upside rose 8.6%. This piece lists the six names up more than 5%, the ten names I rate as opportunities now, the month's results in AI and quantum computing, and the official data showing that four in five firms have not yet started using AI.

Thinking is not a faculty that sits on top of the body. It is the electrochemical activity of neurons, organised into rhythms whose frequencies are set by the time constants of channels, synapses and loops. Diet, light, noise, natural settings and 40 Hz drive can shift the balance, and an MIT study of essay writing found the weakest EEG connectivity in the group using a language model. The tools and the biology work on one resource: the capacity of a named person to form and defend a judgment.

Seventeen FDA decisions fall due between 30 October 2026 and 29 June 2027, and KXCO's Round Table has called every one. Its model portfolio holds the thirteen Nasdaq companies behind them, led by BridgeBio, Cogent Biosciences and Praxis, and was signed with ML-DSA-87 and anchored on chain before the FDA acts. The first test is Inovio's INO-3107 on 30 October.

SpaceX did not add an AI business. A company whose processes run on compute built its own computing plant, then built the power to run it. The 10-Q reports 1.4 gigawatts of nameplate compute at 30 June 2026, four leases worth about $41 billion a year and $100 billion of cash. The target is closer to 10 gigawatts than 5 by the end of 2027. The best way I know to keep complex work in perspective is to stop at intervals and look at something that took the same order of sustained attention under real constraints. The studies now show what that does: a museum visit restored attention where an urban walk did not, judging the beauty of an object raised abstract thinking almost 14 per cent, and artistic film raised originality even in people who felt worse for it. KXCO has made ML-KEM-1024 the default for new keys and new encryption in its post-quantum packages and its pqc.kxco.ai file vault. TLS already moved: current Node.js releases and the major browsers negotiate a hybrid post-quantum key exchange. What an application signs, issues and stores has not. Executive Order 14412 sets 31 December 2030 for post-quantum key establishment and 31 December 2031 for signatures in federal high value systems. kxco-post-quantum is KXCO's free Apache-2.0 library for that layer, tested against NIST's vectors. Every frontier AI model runs on chips printed by one Dutch machine. ASML's extreme-ultraviolet scanner fires a laser at up to 50,000 droplets of molten tin a second, per ASML, and bounces the light off mirrors whose deviations are tens of picometres. Veritasium called it the closest thing we have to alien technology. KXCO Pay 1.0.0 went live on WordPress.org on 7 October 2026. It adds Bitcoin, Ether, USDT and USDC to WooCommerce, and the customer pays the merchant's own address. The plugin holds no funds and no keys: it reads the chain through public services, prices each order from CoinGecko, locks the rate and settles the order once the payment confirms. A shortcode, a block and a REST API take payment on any page. Free under the GPL, with no commission on any payment.

There is no AI bubble. A bubble is capacity nobody uses, demand nobody signs for and a glut when the building stops. KXCO's AI sector ontology, refreshed on 7 October 2026, finds the reverse: adoption rising on six independent measures, about $2.35tn of contracted backlog at the four largest sellers of compute per their own reports, and supply rationed at every layer. It keeps the bear case in the same record, 20 circular capital claims, and answers it.

Government contracts turn on a written question: which algorithm, at which parameter set? The NSA names ML-DSA-87 for every classification level of US national security systems, and new acquisitions must meet that suite from 1 January 2027. Australia's ISM prefers it. Executive Order 14412 puts NIST's post-quantum standards into federal contracting by 2030. KXCO's chain has checked ML-DSA-87 in consensus since 6 October 2026, and on 7 October KXCO moved its own signing keys to it.

On 6 October 2026 KXCO's chain began verifying ML-DSA-87 signatures as a rule of consensus, and the first ML-DSA-87 identity registered 28 seconds later. ML-DSA-87 is the category 5 level of NIST's FIPS 204, specified by the NSA for US national security systems and preferred by Australia's Information Security Manual. KXCO ships it for signing and for keys held in hardware, accepts it across its network and verifies it on chain, and anyone can check a verdict.

The Fed raised rates in September and payrolls rose 29,000, per the Labor Department. This week the FOMC minutes, three Treasury auctions and a 10-year near 5.3 percent test that gap. Anthropic's IPO clock runs toward a 14 October investor day while OpenAI's chief executive says not 2026. Executive Order 14412 gives federal high-value systems until 31 December 2030 for post-quantum key establishment and until 31 December 2031 for signatures. Six of the seven official calendars put a milestone in 2030. The Order reaches vendors through the contract, the purchase, the build, the data and the inventory. The runtimes already moved: a stock Node.js client negotiates X25519MLKEM768 by default. What is left is in the application.

Give a hundred people the same book and very few will act on it. AI is that book: it distributes access, not understanding, and an institution cannot act on a paragraph. KXCO does not build another model or another agent. It builds the layer between the model and the world: who is speaking, what they are allowed to do, what they committed, and a post-quantum signature a stranger can check without asking us.

The KXCO Biotech Ontology's board carries 11 pending FDA filings, due by 23 April 2027. Ranked on approval standing, the top five are BridgeBio's BBP-418, Cogent's bezuclastinib, Belite Bio's tinlarebant, Novo Nordisk's CagriSema and BioMarin's vosoritide. The French Revolution is still sold as the birthday of the modern world. The ledger does not match the posters. It seized the Church's land and floated its paper money on the seizure, hunted the priests who would not swear, defined the nobility as a moral enemy, and put in their place a political class accountable chiefly to itself. A model will write an answer about anything in seconds. What an AI world makes scarce is everything around the answer: what you believed last month and why you changed it, the link between fields nobody reads together, and a decision a named person can stand behind. The SEC has said what a tokenised share's record must hold: wallet, quantity and issue date on chain, the holder's name off chain, permissioned participants, and the same dividends as the share. This developer note builds it in JavaScript: an ML-DSA-65 signed register entry, a stranger's check, the same check at Armature's 0x0b precompile, a credential gate and an exact dividend at a record date.

In June, three crypto platforms cancelled SpaceX pre-IPO tokens because they could not get the shares. In 2026 the SEC wrote down why: a tokenised share must carry the same dividends, votes and liquidation rights as the share, traded only by permissioned participants. A stock Node.js client already negotiates X25519MLKEM768, so TLS 1.3 took the first post-quantum step on its own. Nothing the application owns has moved. This developer note reads Executive Order 14412 and OMB M-26-15 as six changes: ML-KEM key establishment, ML-DSA signatures, a one-import move to Category 5, PQC-signed JWS at the gateway, re-encryption of long-lived data and a CycloneDX CBOM from the lockfile. Every block was run against the published packages.

The useful fact on 28 September is a split, not a benchmark. Gartner puts 2026 AI spending at $2.67 trillion, and 56 percent of it is infrastructure against about 1 percent on the models. Inside one week the frontier cut the price of a token in half, Nvidia signed for the shelf the open weights sit on, and three closed labs proposed to run the test. The Fed hiked on 16 September and left the door open. This week the August PCE deflator on Wednesday, September payrolls on Friday, the RBA on Tuesday and euro-area CPI set the discount rate. Gold, Bitcoin, the dollar, the AI complex and the quantum pure plays share that rate and diverge everywhere else. A prompt is not only what you type into a model. It is any sentence that gets inside you and starts issuing orders. Most of what we call goals were written by comparison, media, competition and now the model, and they arrive dressed as ambition. The trading week opens after a Federal Reserve that chose to hike, a White House that chose not to strike Yemen, and an oil market still pricing a war now in its seventh month. The useful work this week is not a list of tickers. It is a map of what depends on what: the funds rate, the Magnificent Seven, a quantum cohort just handed a specification and a deadline, the missile primes selling into a restock, and gold, silver, crude and Bitcoin, all held against the live AI sector ontology.

I never wanted artificial intelligence. I wanted enhanced intelligence, and they are not the same product. Artificial means the machine does the thinking and hands you the answer. Enhanced means I do the thinking, with more of my own mind in the room than I have ever had at one time. Forty years of reading, recallable in the second I need it. Patterns across law, credit, physics and markets that no specialist sees, because the useful ones sit between the fields rather than inside them.

Your agent already acts in a legal system that was built for people. No new statute is needed for a payment it releases to be an act of your institution. Twelve months later a court asks who acted, by what right, and what can be reconstructed, and an export from a product you do not own is not a file. The people who will be blamed for what AI does are not in the room where its safety is argued. A jailbreak escapes a policy. The failure that costs money is an action that escapes an owner, a payment sent or a record altered. Tokens are not authority. Intelligence got cheap and judgment did not, and there is no organ of standing you can copy into a model. Elon Musk is sleeping in an Airstream beside a warehouse in Whitehaven with MACROHARD painted on the roof. The machine next to it is a two-state compute campus carrying about 1.29 gigawatts of IT load, roughly 670,000 accelerators and 48.7 billion dollars of modeled capital, per Epoch AI cards of 16 September 2026. A field brief on the buildings, the silicon, the turbines, the batteries, the tenants who now hold the hours, and what the compute is actually worth.

Quantum is accelerating. Not toward a machine that breaks RSA next quarter, which is still five orders of magnitude away on the first honest cross-platform yardstick the field has ever had, but toward foundries, clouds, logical qubits and government deadlines that are already fixed. Two clocks are running. Only one of them is slow, and it is not the one that decides what a bank, a court or a ministry has to do this year.
