Below is a list of Wall Streets top analysts upgrades, downgrades and initiations for Tuesday, as follows:

Blackstone Group L.P. (NYSE:BX) raised to Buy from Neutral at Citigroup. Shares at 31.88 Monday on the heels of announcing a $40 billion infrastructure fund that was backed 50% by Saudi Arabia that may ultimately reach $100-B.


Finish Line Inc. (NASDAQ:FINL) was raised to Buy from Neutral at Monness Crespi Hardt. Its shares closed Monday at 14.17.

Motorola Solutions Inc. (NYSE:MSI) was raised to Outperform from Market Perform at Raymond James. The stock finished at 82.93 Monday, in a 52-week range of 62.76 – 87.69 and with a consensus analyst price target of 88.92.

Qualcomm Inc. (NASDAQ:QCOM) raised to Overweight from Neutral at JPMorgan. It finished at 59.28 Monday, in a 52-wk trading range of 50.84 – 71.62. It has a consensus price target at 60.72.

Huntsman Corp. (NYSE:HUN) is merging with Clariant in Switzerland, and Jefferies reiterated its Buy rating and 29 target. Huntsman finished at 26.15 Monday, and it had a prior consensus target price of 28.00.
